The authority’s directive in September 2019 to firms bidding for the tender came months before draft plans for land around the airport were released, and public consultation began.
Those draft plans – released last December – also show that the government envisaged a so-called agriport “within the precinct south-west of the airport”. The agriport will be the key handling facility for high-value fresh produce and pre-prepared food shortly before it is transported across the road to the curfew-free airport and flown to destinations primarily in Asia.
